CALL TO ARTIST for ARTWorks Signal Box Project 2023 (ROUND 1)
Creative Pinellas and Pinellas County are joining together to create the 2023 ARTWorks Signal Box Project that encourages artists to submit original artwork to beautify Pinellas County by transforming the traffic signal control boxes into a collection of public art.
The purpose of traffic signal cabinet art is to deter graffiti vandalism on transportation infrastructure, beautify the rights-of-way and community, and support Pinellas County as an arts destination. The use of art on public infrastructure has been shown to prevent graffiti vandalism in the County, demonstrating that “Public Art Works.”
Three Pinellas County Artists will be selected based on the portfolio work submitted, concepts for their proposed design and their resume as a working artist in Pinellas County. After the selection process, the artists will create the artwork, that will be reproduced as a vinyl wrap and applied to traffic signal boxes throughout the County.
This program is open to all Pinellas County based professional artists, graphic designers, illustrators, and photographers. Artwork may be abstract or representational.
Process will include:
$800 for artist design fee
Vinyl Wrap Installation will be completed by a professional, Pinellas County approved vendor
Art will cover all sides of the signal box. There is no required theme for the work, but the work must be engaging and a good fit for the community. It cannot contain any representation of traffic lights, signs, or signals, and must be appropriate for display in a public space without distracting drivers. Artwork may not display messages with text or contain words or alpha-numeric characters. Artwork that is deemed as offensive, commercial, religious, political, or distracting in design or nature will be excluded from consideration.
Artists will be submitting their portfolio of art work and will be asked to share one or two sentences about ideas they have on the signal box. Artists will not present designs in the application process. A Panel that includes Pinellas County Representatives, a Creative Pinellas Representative, Art Curator, and Community Member shall be part of the selection committee that selects the awarded artists. After the artists are chosen, they will create the designs that will be transformed into vinyl wraps to be professionally installed.

The selected art will be installed on traffic signal boxes located throughout Pinellas County, locations are indicated below:

Creative Pinellas and Pinellas County will determine which location is best suited to the selected artwork.
Selected artist(s) will receive a grant of $800 for their design for the box.
Creative Pinellas and Pinellas County will have the right to use design for the wrap of the box chosen and in marketing and promotions. The Artists will retain ownership, copyright and all other rights.
WHEN ARTISTIS SELECTED:
If you are selected as an artist, Creative Pinellas will provide all measurements needed for the box. We will review ideas with you and you will submit 2 mockups for consideration. The final artwork will need to be submitted by the artist as a high-resolution image file in jpeg or tiff format. Preferred resolution is 300 dpi/ppi.
ARTIST INFORMATION SESSION:
Artists will have an opportunity to meet with Creative Pinellas and the county transportation department to learn about the project and to ask any questions they may have during the application period. Each eligible application submitted between January 20, 2023, at 10 am EST and February 20, 2023, at 5pm EST will be reviewed by a panel of made up of a combination of a Creative Pinellas Representative, Pinellas County Representatives, a Pinellas County based Artist, Art Curators, or other members of the Arts community. Selected artists will be notified no later than March 10, 2023, artists who are not selected will also be notified at this time.
Upon notification, the artist will receive detailed measurements and photos of the specific location to be able to create 2 design mockups for review. The artist will complete two (2) Signal Box Design Mock-Up proposals for approval from Creative Pinellas and county representatives. The two Signal Box Design Mock-Up proposals should be submitted no later than March 31,2023. Creative Pinellas and Pinellas County will have up to 14 days for approval with final design selection made by April 14, 2023. After the final design is confirmed with the artist, the artist will have 14 days to upload the final design. The artwork will be installed over the duration of May/ June 2023. Once a signal box is complete, Creative Pinellas will notify the artist and make arrangements for a final walkthrough.
CALL TO ARTIST IMPORTANT DATES: Round 1
- Call for Entries Open: Friday, January 20, 2023 at 10 am EST
- Call for Entries Close: Monday, February 20, 2023 at 5 pm EST
- Artists finalists will be notified by: Friday, March 10, 2023
- Create 2 Mock Up Designs for consideration: Friday, March 31, 2023
- Approvals for final Design: Friday, April 14, 2023
- Final Artwork Upload Submitted by: Friday, April 28, 2023
- Artist Walk Through of Completed Piece: TBD based on installation: May/ June 2023
Each selected artist grant will be $800. This will be paid over installments during the grant period that include:
- $100 Initial Award and Contract signing
- $200 Approval of one of the two design mockups
- $350 Final Artwork Upload Submitted
- $150 After Artwork installation is complete
Interested artists will need to submit:
- Artists must be a Pinellas County Resident and if selected to do the project will be asked to complete a W9.
- A short biography and resume.
- At least 6 samples or links to photographs of six or more works. Please do not submit mock up designs for this project, it limits the process when evaluating you as an artist overall. We will select the artist based on the work samples submitted. You will have the opportunity to complete 2 Design Mockups for review, if selected as one of the artists.
- A brief written summary or description of why you would like to have your artwork featured on a Pinellas County Signal Box.
- One to two sentences about your design idea for the signal box.
- Contact information for 3 references from past design work or art show curator
