Congratulations to the selected artist, Emily Tayman, for the Largo Central Park Crosswalk Mural Project in partnership with the City of Largo. 

Overview

Creative Pinellas and the City of Largo have a special project to beautify the crosswalk in Largo Central Park.

This project was open to all Pinellas County artists. The City has partnered with Creative Pinellas to identify a local artist who can bring a new mural to the crosswalk in the center of Central Park Drive that promotes the City’s strategic focus areas of Sustainability, Public Health and safety, and Community Pride. The current mural was painted on the crosswalk in 2018 and after five years of enjoyment, it has worn down due to roadway use and general wear and tear–and needs to be rebeautified.

Art Goals

The pedestrian crosswalk is located between the Largo Public Library and Central Park Performing Arts Center, on Central Park Drive.

For the design style, the artist should consider:

  • Largo is a family-friendly community, and the park where the mural is located features a library, a community theater, sports facilities, and more. Ideally, the artwork will appeal to adults, children, seniors, residents, visitors, book lovers, park users, theater-goers, and more.
  • Additionally, it is very important to the City that people seeing the mural recognize that it defines a crosswalk.
    • Artwork needs to cover the entire crosswalk from sidewalk to sidewalk and maintain safety.
    • An ideal design will be creative, innovative, artistic, and will support pedestrian and vehicle safety.
    • The artist will have to work with city engineer guidelines to ensure/promote safety and traffic codes.
  • The artwork must compliment the city brand and tagline of “Naturally.” Largo is a welcoming environment with a warm climate. Residents demonstrate strong community pride and value green space and a leisurely lifestyle. The concept should be considered but not limited to Florida-friendly and natural elements (such as leaves, etc.).
  • This project may also incorporate the services that are adjacent to the crosswalk. The Largo Public Library and Central Park Performing Arts Center flank the crosswalk located in Largo Central Park. The design concept could include and/or represent but is not limited to elements of parks, education, literacy, music, and entertainment.
  • Artists applying for this mural need to be comfortable mixing their own colors on-site. This is a non-negotiable. Due to the high traffic on the crosswalk, we need to use a special fast-drying traffic paint, which is only sold in primary colors of blue, yellow, red, white, and black. Creative Pinellas will indicate and supply the specific paint needed for the project.
  • Artists applying for this project will have to follow a very specific time frame based on city road closures. The City will provide either one-week road closure for painting or painting on 3 consecutive weekends. This will be determined by the city.

Applications will open December 14, 2023, with the Mural to be completed on or around May 1, 2024.

Artist fee is $6,000.00. Additional funds will be provided to cover costs for paint, materials and supplies. Creative Pinellas will supply the specific paint needed and will deduct from the budget. Materials will be up to and no more than $1,000.00.

The artist must be based in Pinellas County. We kindly request that artists who have completed a mural for Creative Pinellas within the past 12 months (Dec 2022 to December 2023) refrain from applying. We aim to maximize opportunities for a wide range of artists.

Artists will have an opportunity to meet with Creative Pinellas and participating Partners to learn about the project and to ask any questions they may have during the application period via an online meeting platform.

Application Information

Each application submitted between December 14, 2023 and January 18, 2024 at 11:59 pm will undergo a review process by a panel intended to consist of a Largo City Representative, a representative from the Park, a Mural Artist, and an Art Curator. The Artist is intended to be notified of the results no later than Feburary 16, 2024. (Please note that the City Commission meeting may impact the notification timeline.) Artists who are not selected will also receive a notification at or around that time.

Once notified, the selected artist will also have the opportunity to schedule an in-person meeting with Creative Pinellas and representatives from the City of Largo. This meeting will involve a tour of the space and will take place within one week of the selection date. The artist will also have a chance to meet with City engineers and public works to get their input as well.

Following the site review, the artist will be required to submit three (3) Mural Final Design proposals (representing three different ideas) for stakeholder review and approval. This is a collaborative project and feedback/edits from stakeholders should be expected for the designs. If changes/edits are requested, Creative Pinellas will work with the artist and the city to both be responsive and maintain the integrity of the creative process.

The proposals should be submitted no later than March 8, 2024. Creative Pinellas and the City Representative will have up to 5 days for review and approval. A final design will be submitted and then painting can start during the scheduled time frame of road closure.

Timeline

  • Call for Entries Open: On or about December 14, 2023
  • Artist info session: December 21, 2023, 12-1pm
  • Call for Entries Close: January 18, 2024
  • Selected Artist will be notified by February 16, 2024
  • Three Mural Final Design plans must be submitted by March 8, 2024
  • Design approved no later than: April 1, 2024
  • Earliest Possible start date: Will be reviewed with artist, but earliest start date could be any time after April 5, 2024
  • Final walk-through: Before road Reopens.
  • Touch Ups (if needed): will happen before road is reopened
  • Final Payment: 10-day window after walkthrough for final payment

Budget

Artist stipend: $6,000.00 for the artist.
A separate materials budget for actual costs up to $1,000.
Creative Pinellas will provide the specific paint, and the cost of this paint must be included in the $1000 materials budget.

Materials and Equipment

Surfaces will be pressure-washed and primed before the artist starts work.

A storage pod 8’ x 8’ x 7’ will be provided by Creative Pinellas if needed and will not be subtracted from the Artist Fee or materials budget.

A generator and paint sprayer can be supplied for the project from Creative Pinellas, depending on availability, and at no charge to Artist.

Guidelines

  • Artists must be Pinellas County Residents and if selected will be asked to complete a W9 and provide proof of insurance during the onsite painting dates of the project.
  • A short biography or resume.
  • 4-10 photographs of four or more works, including at least one mural of your design, or have been lead on the painting team.
  • A brief written summary or description of your three ideas about how to approach the project to meet the City of Largo’s goals.
  • Please do not submit final design for this project. It limits the process when evaluating you as an artist overall.
  • Contact information for 3 references from past mural work or art show curator.
  • Links to personal website and social media (optional).
  • Please do not apply if you have completed a mural for Creative Pinellas in the last 12 months (Dec 2022 – Dec 2023) as we would like to create as many opportunities for as many artists as possible.
  • Artist must mix paint at mural site from primary colors.
  • Artist must follow strict painting schedule coinciding with road closures schedule of painting in April. The road closure will be one week (7 days) or 3 consecutive weekends. The artist must paint within these dates and guidelines. (Subject to change)
